How to turn the SECUFER training obligation into an opportunity
The Secufer decree, which came into force in April 2024, marks a strengthening of safety in the rail sector. It requires anyone accessing railway areas to have an Autorisation d'Accès aux Emprises (AAE), acquired after theoretical and practical training. Fouzia Bazi, Lydiana Dambrosio, M'hamed Agha, Nicolas Maeyaert and Paul Parrinello explain how Onet Cleaning and Associated Services has taken advantage of this reinforcement to enhance its employee induction and training program.
Following the publication of the "SECUFER" decree n°2017-694 of May 02, 2017, the SNCF had asked us that all our employees working in railway rights-of-way be trained by April 1, in safety rules in order to ensure their movements. It finally postponed this application to October 1, 2024, but despite this postponement we made the choice to train all our employees on April 1.
Mine Corceron and I drew up a 1st test training course for the teams at Onet Cleaning and Associated Services Metz Ferroviaire, managed by Bruno Veynachter. On this basis, we further developed the content through work with SAMERA, the rail handling and maintenance auxiliaries association.
Co-construction with SAMERA
Four Onet Propreté et Services employees took part in workshops organized by SAMERA, to further enhance the training program, which includes video clips and more practical on-site training.
" The video vignettes enable employees to acquire the knowledge they need to identify the safety rules to be observed when accessing and moving around railway premises, and to identify the protective measures and equipment to be used on railway premises. The acquisition of knowledge is validated at the end of the screening by a questionnaire. Practical training then takes place, consolidating the theoretical knowledge acquired through visits, observations and real-life situations for employees," explains Fouzia Bazi, QSE & RSE Manager for the IDF Transport region.
In fact, a good understanding of the local characteristics of the sites where the employee works, whether on railways or tramways, is a decisive factor.
Training of trainers with the support of the Onet Technologies Training Agency
To ensure rapid deployment of the training, the company relied on the support of its operations managers, site foremen and supervisors, as well as the QSE functions, which were heavily involved (QSE managers and correspondents in our branches). Upstream, Onet Technologies' Training agency provided support. "Paul Parrinello, Innovation Manager at Onet Technologies' training agency, explains : "We put together the content that had been defined, and trained the occasional trainers .
With 3,000 employees working on railway sites to be trained, the training of trainers was a must. Around a hundred trainers were trained by the Onet Technologies training agency.
Back to basics service attitude fundamentals
The introduction of this compulsory training course was also an opportunity to give pride of place to the module on service attitudes, by integrating it into the course. "Punctuality, dress, posture, discretion... are all part of the fundamentals of our business. That ' s why we thought it would be a good idea to take advantage of the Secufer training sessions to remind all our employees of the importance of service attitudes," explains Fouzia Bazi.
