Asbestos SS3 and SS4 in detail
The terms and conditions of asbestos risk training Sub-Section 3 (SS3) and Sub-Section 4 (SS4) are governed by the decree of February 23, 2012. The difference between these two subsections is that one concerns interventions on or near asbestos likely to cause the emission of asbestos fibers (SS4) while the other relates to asbestos removal, also known as asbestos abatement (SS3) (see the 2 DGT logigrams on this subject dating from 2015)
There are three categories of training for each, depending on the type of personnel involved, i.e. the task the worker is carrying out.
Here are the 3 categories:
- Technical support
- Site supervision
- Site operator
There is also a fourth category, multi-function management, for asbestos SS4. Its purpose is to bring together technical and/or site and/or operator supervisors. It is mainly intended for craftsmen and small and medium-sized structures.
They all include pre-training and refresher training, to be carried out no more than 3 years after the previous training. However, asbestos SS3 has a variant, since it also includes a so-called first refresher course, to be taken 6 months after the initial training.
Objective
The aim of asbestos-related training is to prevent risks and protect workers when carrying out professional tasks that could potentially expose them to asbestos-containing materials and/or products (SS3 and SS4).
Target audience
The Order of February 23, 2012 stipulates the requirements for training workers to prevent asbestos-related hazards. These regulations aim to guarantee worker safety and minimize the risks of asbestos contamination. Compliance with this decree is essential for employers and employees working in environments likely to contain asbestos.
The public concerned varies according to its function:
- Technical management: " The employer and any worker with responsibility within the company for technical and commercial decision-making, studies, drawing up technical or contractual documents, defining, organizing and implementing specifications and technical resources.
- Site supervisor: " Worker with the necessary skills within the company to direct and coordinate the execution of the work, implement the removal or containment plan, or the operating procedure.
- Site operator: " Any worker responsible for carrying out work and/or installing, operating and maintaining the equipment entrusted to him/her, in compliance with procedures, the removal or encapsulation plan, or the operating method."

- A certificate of medical fitness to wear the mask and work in the workplace

Teaching objectives - Target skills
The skills acquired by the trainee after asbestos training vary according to the worker's role and the sub-section.
The content of the objectives is defined by the order of February 23, 2012.
The companies concerned
Any company with an employee whose work could potentially lead to the emission of asbestos fibers, or to the removal or encapsulation of asbestos-containing materials and/or products.
Certificate of competence
On successful completion of asbestos training, trainees will be issued with a certificate of competence.
Certificate validity
The certificate of competence is valid for 3 years, except in the case of initial asbestos SS3 training, which is valid for 6 months.
